The National Service Authority (NSA) says it is investigating complaints from national service personnel over deductions made from their monthly allowances under the Capacity Building Programme.

Deputy Director of the Authority, Lieutenant Colonel Moses Kpeungu, said the investigation is ongoing and assured affected personnel that appropriate action would be taken once the process is completed.

Speaking on JoyNews Desk on Wednesday, July 22, Lt. Col. Kpeungu disclosed that between 50,000 and 52,000 national service personnel participated in the programme, although he could not provide the exact number.

Responding to concerns about when affected personnel would be refunded, he said the Authority was treating the matter with urgency and had established mechanisms to determine the facts.

“The authority is not sitting aloof. We have put in measures to ensure that the right things are done. We are going to investigate the issue, identify those who were involved and those whose monies were deducted,” he said.

According to him, any decision on refunds will depend on the findings of the investigative committee.

“If the committee comes out with its findings and the monies have to be paid, why not?” he stated.

However, Lt. Col. Kpeungu indicated that the review would also take into account administrative expenses incurred in implementing the Capacity Building Programme.

“The issue is about those who participated in the capacity-building exercise. Some administrative costs might have gone into it. The authorities, in consultation with the government, will take a decision,” he added.

The National Service Authority has not indicated when the investigation is expected to be completed or when a final decision on possible refunds will be announced.
