Government Says ‘Dig Once’ Policy Could Cut Fibre Deployment Costs by 60%

The government says its proposed “Dig Once” policy could lower the cost of deploying fibre optic infrastructure in Ghana by nearly 60 per cent, a move expected to accelerate broadband expansion and improve nationwide internet connectivity.

Speaking at the 15th anniversary soft launch of the Ghana Chamber of Telecommunications, Samuel Nartey George said the policy is intended to reduce operational costs for telecom companies while strengthening the country’s digital infrastructure network.

According to the Minister, the initiative will be integrated into the government’s ongoing “Big Push” infrastructure programme, ensuring that fibre optic systems are incorporated directly into road construction projects.

Under the proposed framework, road contractors will be required to install fibre ducts and chambers during road construction, creating ready-made underground pathways for telecommunications operators to deploy fibre cables without undertaking separate excavation works.

Mr. George explained that the policy is designed to eliminate the recurring problem of roads being repeatedly dug up by both construction firms and telecom providers after projects have already been completed.

Instead, telecom companies would only need access rights to install fibre cables through the pre-constructed duct systems embedded within the road infrastructure.

He stated that estimates suggest the policy could reduce fibre deployment costs in Ghana by almost 60 per cent, significantly lowering barriers to network expansion.

The Minister further disclosed that the Ministry has completed the draft policy framework following consultations with the Ministry of Roads and Highways.

According to him, the proposal is expected to be submitted to Cabinet for approval in the near future, with implementation projected to begin in the third quarter of the year.

Mr. George described the “Dig Once” initiative as a major step toward transforming Ghana’s digital economy, arguing that improved fibre infrastructure would enhance internet reliability, expand broadband access and potentially reduce data costs for consumers across the country.
