President John Dramani Mahama has assented to 10 Bills passed by Parliament, bringing them into law as part of his administration’s ongoing legislative and policy reforms.

The Bills, which were passed by Parliament over the past month, cover several areas including taxation, customs, energy, cocoa, maritime offences, national defence and the administration of justice.

The legislation assented to by the President includes:

  • Customs Bill, 2026
  • Community Service Bill, 2026
  • Tribunal Bills, 2026
  • Maritime and Related Offences Bill, 2026
  • National Defence University Bill, 2026
  • Income Tax (Amendment) Bill, 2026
  • Energy Sector Levies (Amendment) Bill, 2026
  • Ghana Cocoa Board Bill, 2026
  • Value Added Tax (Amendment) Bill, 2026
  • Excise Bill, 2026

The new laws introduce or amend provisions governing key areas of Ghana’s economy and public administration.

Tax and economic reforms

The Income Tax (Amendment), Value Added Tax (Amendment) and Excise Bills introduce changes to Ghana’s tax framework, while the Energy Sector Levies (Amendment) Bill amends the legal framework governing levies within the energy sector.

The Customs Bill provides an updated legislative framework for the administration and enforcement of customs-related matters.

Cocoa and maritime legislation

The Ghana Cocoa Board Bill establishes a new legislative framework for the operations and administration of Ghana’s cocoa regulator.

The Maritime and Related Offences Bill introduces provisions addressing offences within Ghana’s maritime space and related matters.

Justice and national defence

The Community Service Bill and Tribunal Bills introduce measures relating to the administration of justice and the handling of certain legal matters.

Meanwhile, the National Defence University Bill establishes the legal foundation for the country’s defence university.

The President’s assent completes the legislative process for the 10 Bills, formally bringing the respective measures into force as laws, subject to the commencement provisions contained in each enactment.
