The government has instructed the contractor handling the 7.2-kilometre Tema to Tema Oil Refinery Road to return to site, after listing the project among its Big Push Road Projects.
The road involves building a concrete dual carriageway connecting Tema to the Tema Oil Refinery.
The Roads and Highways Minister, Governs Kwame Agbodza, said the original scope will be revised because of problems with the current contract and the lack of a full detailed design. He explained that the project, which started in December 2020, began without a proper contract or comprehensive design, making execution difficult.
The contract was given to Joshob Construction Limited with an initial 24-month completion timeline. However, only about 35% of the work has been done, while the cost has been adjusted twice since work began. Mr Agbodza said the government was reassessing the scope and technical needs to ensure the road was finished under the Big Push initiative within 18 months.
He said the government, through the Department of Urban Roads, has ordered the contractor to fully resume work and has pledged to pay for the revised scope. “So we are here today to first of all, through Urban Roads, direct you to resume full operations on the project, and we’ll cover the full cost of what we are going to do.
“I’m sure the powers that be with Joshob have been having these discussions with us. We have come to a conclusion, and the President directs that this be completed under his Big Push project,” he stated.
