HEFRA Warns Unlicensed Health Facilities of Closure and Prosecution

The Health Facilities Regulatory Agency has issued a strong warning to unlicensed health facilities across Ghana, cautioning that operators risk closure, fines, and possible prosecution as enforcement efforts intensify nationwide.

Speaking at the agency’s annual meeting, Registrar Winfred Korletey Baah said the crackdown forms part of renewed measures to sanitise the health sector and ensure patient safety. He stressed that compliance with regulatory requirements is mandatory, urging facility operators to regularise their status or face legal consequences.

“Facilities operating without proper licenses will be dealt with in accordance with the law,” he stated, adding that closer collaboration between regulators and service providers is essential to sustaining improvements in healthcare delivery.

The move comes amid growing concerns about the proliferation of unregulated health centres in parts of the country, a situation experts warn poses significant risks to patients and undermines public confidence in the healthcare system.

Also addressing the meeting, HEFRA Director Agyeman Badu emphasised that regulation is not solely about punishment but about ensuring quality care and building trust in the sector.

He noted that adherence to established standards, proper documentation, and investment in appropriate equipment are critical for facilities seeking to meet regulatory requirements.

The agency is also encouraging healthcare providers to renew their licences promptly and operate with transparency to strengthen accountability across the sector.

According to HEFRA, improving healthcare regulation requires a shared commitment between authorities and providers, particularly as Ghana continues to prioritise accessible and high-quality healthcare for its population.
