Former Ghana Airports Company Board Chairman, Paul Adom-Otchere, has dragged the Office of the Special Prosecutor (OSP) to the High Court over a directive demanding he declares his properties and income.
The suit, filed at the High Court of Justice, Accra, under suit number GJ/0068/2026, seeks judicial review of the OSP’s August 4, 2025, directive, which Adom-Otchere claims is unlawful and an abuse of power.
Mr. Adom-Otchere argues that the directive violates the Office of the Special Prosecutor Act, 2017 (Act 959) and its associated regulations. He claims the threats of legal consequences, property confiscation, and detention following the directive amount to harassment and violate his fundamental human rights. The former board chairman wants the court to quash the directive and prevent the OSP from detaining him or restricting his liberties.
In addition to challenging the directive, Mr. Adom-Otchere is seeking general damages and litigation costs, including legal fees. He cites alleged illegality, arbitrariness, unreasonableness, and unfairness on the part of the Special Prosecutor as grounds for his claims. The case is being handled by Dame & Partners, with lawyers Yaw Boampong and Adu Brempong representing Adom-Otchere.
The matter is now before the High Court, awaiting a hearing date to determine the legality of the Special Prosecutor’s directive. The outcome of the case will have implications for the OSP’s powers and the rights of individuals subject to its directives.
