Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware Mensah, has pleaded not guilty to charges of causing over GH¢38 million in financial losses to the state. She appeared before the Accra High Court, where she faced five counts, including willfully causing financial loss to the state, stealing, money laundering, and using public office for profit.
According to prosecutors, Mensah allegedly created 9,934 fake names in the NSA database, benefiting unlawfully from allowances meant for legitimate personnel. This resulted in significant financial losses for the government. The case forms part of ongoing efforts by state authorities to clamp down on administrative and financial irregularities within public institutions, particularly those involving payroll fraud and ghost name syndicates.
Mensah’s lawyer argued that she was a responsible citizen with a fixed place of abode and no intention of fleeing or interfering with investigations. He maintained that she had cooperated fully with investigators and was not a flight risk. The court granted her bail in the sum of GH¢10 million with three sureties, two of whom must be justified.
The court also ordered Mensah to surrender her passports and report to the police on the first Tuesday and Thursday of every month until the case is resolved. The prosecution will file witness statements and evidence before the next hearing scheduled for November 18, 2025, for case management.
