The Ghana Revenue Authority (GRA) has announced a significant increase in fuel levy rates, effective June 9, 2025. The revised Energy Sector Levies Act, 2025 (Act 1141), aims to raise additional revenue to address energy sector shortfalls, reduce legacy debts, and stabilize the country’s power supply.
The new levy rates are as follows:
- Motor Spirit (Super Petrol): GHC1.95 per liter
- Diesel (AGO/Diesel and Marine Gas Oil – Foreign): GHC1.93 per liter
- Marine Gas Oil (Local): GHC0.23 per liter
- Heavy Fuel Oil (Residual Fuel Oil – RFO): GHC0.24 per liter
- Partially Refined Oil (Naphtha): GHC1.95 per liter
- Liquefied Petroleum Gas (LPG): GHC0.73 per kilogram (no change)
The GRA has outlined transitional arrangements for products lifted before June 9, which will be subject to the old levy rates. However, “cash-and-carry” transactions lifted on or after June 1 will attract the new rates.
Some critics have expressed concerns about the impact of the levy hike. Kofi Bentil, Senior Vice President of IMANI-Africa, believes that the new fuel levies will not address the underlying issues of mismanagement and corruption in the energy sector.
“The problem in our energy sector is a problem of incompetence and corruption,” Bentil said.
