The Government has deposited US$1.7 billion into a dedicated account at the Bank of Ghana to finance the construction of the Accra–Kumasi Expressway under its Big Push Infrastructure Programme, Finance Minister Dr Cassiel Ato Forson has announced.
Presenting the 2026 Mid-Year Fiscal Policy Review in Parliament on Thursday, Dr Ato Forson said the funds had been ring-fenced and would only be accessed after the award of the main construction contract.
“As of 22nd July 2026, US$1.7 billion had been deposited into the dedicated Accra–Kumasi Expressway Account at the Bank of Ghana,” he told Parliament.
“The funds have been ring-fenced and will be used only after the main construction contract is awarded.”
The Finance Minister said feasibility studies and detailed engineering designs for the project are expected to be completed by the end of August 2026, with procurement for the main construction contract scheduled to begin in September.
“Government is therefore confident that all the requirements for this transformational project will be in place when His Excellency President John Dramani Mahama cuts the sod for construction to begin,” he said.
Dr Ato Forson described the 176-kilometre, six-lane dual carriageway linking Accra and Kumasi as the flagship project under the Big Push Infrastructure Programme.
According to him, the expressway will reduce travel time between the two cities to about two hours, improve road safety, ease traffic congestion and lower transportation costs.
The project will also feature modern interchanges, bridges, intelligent transport systems, electronic tolling infrastructure, emergency response facilities and designated rest areas.
The Minister further disclosed that the Ghana Armed Forces had cleared 122 kilometres, representing approximately 70 per cent of the required 120-metre-wide Right-of-Way, within 12 weeks. He said the remaining corridor is expected to be cleared by early September.
He added that compensation assessments, environmental impact studies, feasibility assessments and detailed engineering designs are being undertaken simultaneously to keep the project on schedule.
The Accra–Kumasi Expressway is a central component of the government’s strategy to modernise Ghana’s transport infrastructure, strengthen connectivity between the country’s major economic centres and support long-term economic growth through the Big Push Infrastructure Programme.
