The Ghana Revenue Authority (GRA) has revealed that nine institutions are in the red, owing the state a total of GH¢47 million in unpaid taxes by the close of 2023. Appearing before the Public Accounts Committee (PAC) on Monday, August 25, 2025, GRA Commissioner-General Anthony Kwasi Sarpong said the Authority is pushing to recoup the outstanding amounts.
According to the GRA, the Graphic Communications Group leads the pack with a debt of GH¢3.4 million, followed by GIHOC Distilleries with GH¢2.1 million, while the Tema Oil Refinery (TOR) owes GH¢136,000. GRA management noted that most of the indebted institutions, especially state-owned enterprises, blame their non-payment on ongoing cash flow woes.
On top of the GH¢47 million, the Authority also flagged unpaid Value Added Tax (VAT) liabilities totaling GH¢116 million still outstanding. This was confirmed by Domestic Tax Revenue Commissioner Edward Apenteng Gyamerah. Commissioner Sarpong assured the Committee that the GRA is stepping up efforts to recover the arrears and enforce compliance across the board.
