The Public Accounts Committee (PAC) has summoned Bright Oduro Kwarteng and Theophilus Okine, who claimed GH₵8.2 million for constructing household toilets under the former Ministry of Sanitation and Water Resources’.
“Toilet for All” project. Verifying the claims has been tough, as officials say documents were sent to the National Archives. The Minister of Local Government, Ahmed Ibrahim, told the Committee that mobilisation funds were paid, but no work was done.
“The officials handling this are still employed elsewhere.
Theophilus Okine, Procurement Director, is now at Defence, and Bright Oduro Kwarteng is Finance Director at Trade and Agribusiness.
Contractors were paid but didn’t execute the work,” he said.Ranking Member Samuel Atta-Mills blasted the situation, ordering the officials to appear with documents. “Wherever the papers are, they must bring them. You pay someone to work, they don’t, and you re-award the contract?” he said. The previous government had started steps to cancel the contract and re-award it.
