The Minister of Finance, Dr. Cassiel Ato Forson, has revealed that the government will introduce a wide-ranging “new economy” blueprint in the 2027 Budget, designed to pull capital into key sectors that can fuel durable economic expansion and deliver steady returns.
Addressing the Ghana-UK Investment Summit 2026, Dr. Forson said the plan was part of the state’s larger approach to direct funding toward productive industries that can grow the economy while building the means to service investments long term.
The finance minister explained the blueprint will outline priority investment zones spanning commercial farming, mineral beneficiation, power, and transport infrastructure.
He said the administration aims to pivot toward areas with high growth prospects and strong economic influence. The power sector is set to take center stage, with upcoming projects in gas-to-electricity and gas-to-fertiliser ventures intended to boost energy reliability and back industrial growth.
Beyond farming, mining, and power, Dr. Forson stated the framework will target major transport works, including the Western Railway Line and other strategic projects to be disclosed at the official rollout.
Though the final draft is still being refined, Dr. Forson assured stakeholders the blueprint is well advanced and will be publicly presented by President John Dramani Mahama once all groundwork is done.
He also noted the government plans to tap global funding channels to back the program, such as export credit agencies, hedge funds, and private financiers.
“We want to attract the kind of UK export finance. We want to attract the kind of hedge funds and businesses that you have so that we can get financing to develop the country,” Dr. Forson stated.
