Towing Subscription Plan Unveiled

Abraham Amaliba, Managing Director of the National Roads and Highways Authority (NRSA),

The National Roads and Highways Authority (NRSA) plans to introduce a mandatory towing subscription system for all vehicle owners as part of new road safety regulations. According to the Managing Director, Abraham Amaliba, this measure aims to address the growing concern over broken-down vehicles left unattended on major highways, causing traffic congestion and safety risks.

Speaking on the Citi Breakfast Show, Amaliba explained that the proposed system will require vehicle owners to subscribe to a towing company or insurance provider. “There is a variant of the towing law that was introduced but was later suspended. The new development will ensure that vehicle owners must subscribe to a towing company or insurance,” he stated.

The NRSA will accredit certain towing service providers for road users to choose from, ensuring efficiency and fairness in the system. “We will certify some towing services for road users to subscribe to,” Amaliba added.

Failure to comply with the new regulation will result in a penalty. “They will require that when you fail to do that, the NRSA will come in and tow the vehicle but you will be surcharged for that,” Amaliba stated.

The new towing subscription system will be included in a Legislative Instrument (L.I) that also covers the legalization of commercial motorbike operations (Okada). Amaliba believes this will reduce incidents of vehicles breaking down on roads, as there will be a regulated system in place.
