Two citizens, Barbara Twum and Jennifer Owusu, have written to President John Dramani Mahama demanding action against Ashanti Regional Minister, Dr. Frank Amoakohene, over claims he posted sexually offensive and misogynistic comments targeting former National Youth Authority Deputy CEO, Akosua Manu, popularly known as Kozie.
The petitioners want penalties imposed, saying options could range from an official query to removal from post. In a June 9, 2026 petition delivered to the Executive Secretary at Jubilee House, they asked the President to trigger Section 6 of the Presidential Code of Conduct and Ethics (2025) to probe and sanction what they call a grave violation of ministerial conduct.
“The petition concerns serious breaches of the Presidential Code of Conduct and Ethics (2025) by Dr. Frank Amoakohene arising from sexually offensive and misogynistic remarks published on social media,” the document states.
At issue is a Facebook comment allegedly made by the minister, quoted in the petition as: “Akosua Kumaa, wokon do anaa? You want to have a taste of it?”The petitioners say the line was “sexually explicit, vulgar, and gender-demeaning,” aimed at Ms. Manu.
They argue the wording qualifies as sexual harassment and falls far below the standard expected of a state official, calling it “a deliberate, crude, and sexually suggestive reference” with no innocent reading.
They further claim the behavior breaches several Code provisions covering civility, dignity, professionalism, and the duty of public officers to treat all Ghanaians respectfully, especially women.
“The phrase ‘You want to have a taste of it?’ is a direct sexual solicitation… This constitutes sexual harassment,” the petition states, adding that it fosters “an environment of fear, hostility and degradation for women.”
Beyond ethics rules, the petition references constitutional clauses, contending the alleged act erodes equality safeguards and the state’s duty to advance women’s role in national growth.
“The sexual degradation and public humiliation of a woman by a Minister of State… is fundamentally incompatible with this constitutional guarantee,” it says.
The petitioners are pressing the presidency for two measures: a formal written censure entered into Dr. Amoakohene’s file, and consideration of ending his appointment.“Considering the gravity of the Offending Statement, ‘Akosua Kumaa, wokon do anaa?
You want to have a taste of it?’ and the multiple and serious breaches of the Presidential Code of Conduct and Ethics (2025) established herein, we respectfully urge Your Excellency to exercise the authority vested in you under Section 6 of the Code and grant the following reliefs:a) Formal written reprimand: That a formal reprimand be placed on the official record of Dr. Frank Amoakohene; b) Termination: That Your Excellency considers the outright termination of the appointment of Dr. Frank Amoakohene, having regard to the sexual and degrading nature of the Offending Statement,” a portion of the petition read.
