Finance Minister Dr Cassiel Ato Forson has disclosed that the 2027 Budget is expected to be presented to Parliament in the first week of November 2026.
He made the disclosure in an interview with Ahenfia FM in Kumasi, as government intensifies preparations for next year’s budget and the implementation of its new economic programme.
Jobs, infrastructure and business support
According to Dr Ato Forson, the 2027 Budget will contain major infrastructure projects and policy measures aimed at creating jobs and stimulating economic growth.
He said government would also introduce new incentives to support businesses, encourage expansion and enable companies to explore new areas of economic activity.
The Finance Minister explained that the measures form part of government’s broader strategy to move the economy into a stronger phase of growth after spending the first two years of the administration focused largely on economic stabilisation.
He said details of the planned programmes and policy interventions would be outlined in the 2027 Budget.
Dr Ato Forson also linked the initiatives to government’s new economic programme, which seeks to mobilise about US$10 billion in investments to stimulate economic activity and support growth.
Preparations for 2027 Budget intensify
Preparations for the 2027 Budget are already underway, with the Finance Minister engaging key ministries, departments and agencies as part of the budget process.
The consultations are expected to help government identify priority sectors, projects and investment opportunities that will drive the next phase of economic development.
Some ministries have already appeared before the Finance Ministry to defend and justify their proposed expenditure allocations for 2027.
The engagements form part of the broader budget preparation process ahead of the presentation to Parliament.
Why the Budget is presented in November
The planned November presentation is consistent with Ghana’s public financial management framework.
Under the Public Financial Management Act, the Finance Minister is required to present the budget for the following financial year to Parliament no later than November 15.
The timeline allows Parliament sufficient time to scrutinise and approve the proposed expenditure before the new financial year begins on January 1.
Parliamentary approval is necessary to provide the government with the legal authority to undertake expenditure from the beginning of the 2027 financial year.
