IMF Backs Tariff Reforms for Ghana’s Energy Sector Stability
Share on FacebookShare on TwitterShare on WhatsAppp

The International Monetary Fund (IMF) has voiced its support for Ghana’s planned utility tariff reforms, emphasizing their crucial role in rectifying inefficiencies and drawing investment to the nation’s power sector. According to Julie Kozack, the IMF’s Director of Communications, speaking to journalists in Washington, D.C., on September 11, 2025, the Fund’s endorsement hinges on ensuring tariff adjustments address longstanding sector challenges.

Key conditions for IMF support include:

  • Addressing inefficiencies in the energy sector
  • Attracting much-needed investment
  • Preventing the buildup of arrears

The IMF’s backing extends beyond tariff reviews, with ongoing support for broader sector reforms, including private sector involvement in ECG operations. These efforts aim to enhance state-owned enterprise performance and mitigate fiscal risks. The Public Utilities Regulatory Commission (PURC) is currently reviewing proposed tariff adjustments, expected to take effect on October 1, 2025, amid the Electricity Company of Ghana’s (ECG) request for a significant tariff increase. The reform seeks to restructure the energy sector’s debt burden and ensure sustainable electricity supply.
