Speaker of Parliament, Alban Bagbin, has reaffirmed the House’s commitment to pass the Proper Human Sexual Rights and Ghanaian Family Values Bill when it is brought back for reconsideration.
Speaking at a public forum on April 11, 2026, Bagbin said lawmakers who support the bill remain determined to see it through.
He stressed that Parliament had already completed work on the legislation once and would do so again when it returns to the chamber.
“I’m not a man of words. I’m a man of action,” he said, adding that the bill had previously gone through all stages of the legislative process before being halted.
The Speaker noted that although Parliament earlier approved the bill, it was not assented to by the former president, a decision he suggested may have been influenced by political considerations.
“For some reason, the president did not sign it,” Bagbin said. “It has gone through all the stages, and at the next meeting of Parliament, we shall pass it.”
He explained that the bill will be reintroduced as part of standard parliamentary procedure and insisted that the House remains committed to its passage.
Bagbin also cautioned the public against misinformation about Parliament’s work, saying many critics do not fully understand the legislative process.
He maintained that the institution would continue to defend Ghana’s democratic values and resist undue pressure.
The proposed law seeks to outlaw LGBTQ activities and criminalise their promotion, advocacy and funding. Under its provisions, individuals who identify as LGBTQ could face prison terms ranging from six months to three years if convicted.
