The Ghana Audit Service recovered approximately GH¢24.95 million in unearned salaries and other financial irregularities in 2025, according to the Ghana Anti-Corruption Coalition’s (GACC) State of Corruption Report 2025.
The recoveries formed part of efforts by the Audit Service to strengthen financial accountability and address irregularities identified through its audit activities.
According to the report, the Service recovered about GH¢10 million out of GH¢150.36 million in unearned salaries, allowances and other financial irregularities involving 2,408 separated staff identified through a nationwide payroll audit.
“The Ghana Audit Service strengthened financial accountability through timely audit reporting and recoveries from payroll and financial irregularities,” the report stated.
It added that the GH¢10 million recovery was made from irregular payments linked to the 2,408 separated staff identified during the 2025 nationwide payroll audit.
The Audit Service also recovered an additional GH¢14.95 million in unearned salaries and irregular payments through routine audits conducted across the country.
The report noted that the Commission on Human Rights and Administrative Justice (CHRAJ) and the Office of the President also contributed to anti-corruption efforts through policy review processes and decisions concerning high-profile corruption allegations.
The GACC said the recoveries demonstrated progress in efforts to retrieve public funds and strengthen financial accountability.
However, the coalition cautioned that persistent financial irregularities continue to expose weaknesses in Ghana’s public financial management systems.
It called for stronger enforcement and preventive measures to address the underlying causes of such irregularities and prevent the recurrence of financial losses.
The assessment forms part of the GACC’s broader review of Ghana’s anti-corruption efforts in 2025. While the report acknowledges progress in auditing and the recovery of public funds, it also highlights continuing gaps in implementation and enforcement.
